Abstract

The United States federal government publications were little known and underutilized in the majority of the OPAL (Ohio Private Academic Libraries) depository libraries, as the majority of the collections were not in the online catalog before 1998. The limited financial and human resources of these small academic libraries demanded effective collaboration among the libraries, the commercial vendors and service providers, the local administrations, and the library staff members to automate the collection. However, making collaboration work at operational and strategic levels can be a daunting management challenge.
